Intel Graphics Releases Arc GPU Graphics Drivers 101.4499
Intel Graphics today released the latest version of Arc GPU Graphics Drivers. Version 101.4499 beta adds optimization for F1 23, Aliens: Dark Descent, Forever Skies, and Counter Strike 2. There are major performance uplifts to be had. Counter Strike 2 sees up to 8% uplift at 1440p with high settings, and up to 10% at 1080p with Very High settings. F1 23 players can expect up to 33% uplift at 1080p with Ultra High settings and RT on, and an 18% uplift with RT off; and a 27% uplift at 1440p with high settings. Intel also updated its Destiny 2 optimization, with a neat 11% uplift to be had at 1080p with the highest settings. An error or black screen seen on applications embedding WebView2 frames, has been fixed.

EU Approves Formation of Artificial Intelligence Act
The European parliament has voted today on a proposed set of rules that aim to govern artificial intelligence development in the region. The main legislative branch has approved the text of draft of this legislation—a final tally showed participant counts of 499 in favor, and 28 against, and 93 abstentions at the Strasbourg HQ-based meeting. The so called "AI Act" could be a world first as well as a global standard for regulation over AI technology—members of the European Parliament (MEPs) are expected to work on more detailed specifics with all involved countries before new legislation is set in stone.
Thierry Breton, the European commissioner for the internal market stated today: "AI raises a lot of questions socially, ethically, economically. But now is not the time to hit any 'pause button'. US Judge Temporarily Blocks Microsoft's Acquisition of Activision Bliz
The US Federal Trade Commission (FTC) filed an injunction earlier this week, in a renewed effort to temporarily block Microsoft's $69 billion bid for full ownership of the Activision Blizzard group. The FTC proposes that the acquisition has the potential to "substantially lessen competition" within North America's gaming sector. The FTC had previously penciled in an August 2 session with an internal administrative judge, following the expiration of Microsoft's proposed deadline (July 18) for the merger. US Patent Office Sides with Intel in the $2.2 Billion VLSI Case
The U.S. Patent Office tribunal has ruled in favor of Intel Corp in a significant $2.2 billion case against VLSI Technology LLC. Intel's bid to nullify a patent that constituted $1.5 billion of a $2.18 billion verdict it previously lost to VLSI in 2021 was accepted. The Patent Trial and Appeal Board invalidated the computer chip-related patent and another VLSI patent, accounting for the rest of the Texas federal court verdict. An Intel spokesperson expressed their satisfaction with the decision, criticizing the invalidated VLSI patents as "low-quality."
VLSI, the company holding the patent that has filed several infringement lawsuits against Intel, retains the option to appeal both decisions to the U.S. Court of Appeals for the Federal Circuit. In a separate case last year, VLSI secured a verdict worth $949 million against Intel in Texas. VLSI is a subsidiary of Fortress Investment Group, which is managed by investment funds from SoftBank Group. The patent board proceeding was initiated by South Dakota-based Patent Quality Assurance LLC, while another patent from the $2.18 billion verdict was contested by OpenSky Industries LLC. NVIDIA GeForce RTX 4060 to Release on June 29
NVIDIA could be advancing the launch of its GeForce RTX 4060 (non-Ti) graphics card from its July 2023 launch the company originally announced. Leaked documents shared by MEGAsizeGPU say that NVIDIA could make the RTX 4060 available on June 29, which means reviews of the card could go live on June 28 for the MSRP cards, and June 29 for the premium ones priced above MSRP. It was earlier expected to launch alongside the 16 GB variant of the RTX 4060 Ti, in July.
The RTX 4060 is a significantly different product from the RTX 4060 Ti the company launched in May, it is based on the smaller AD107 silicon. The card is expected to feature 3,072 CUDA cores, 24 RT cores, 96 Tensor cores, 96 TMUs, and 32 ROPs, compared to the 4,352 CUDA cores, 34 RT cores, 136 Tensor cores, 136 TMUs, and 48 ROPs, of the RTX 4060 Ti. The memory configuration is similar, with 8 GB of GDDR6 memory across a 128-bit wide memory bus, however, the memory speed is slightly lower, at 17 Gbps vs. 18 Gbps of the Ti. Razer Blade 14 (2023) Launched, Combines Ryzen 9 7940HS with GeForce R
Razer today launched the 2023 Razer Blade 14. This segment-disruptive 14-inch notebook packs gaming performance comparable to much thicker enthusiast-class notebooks; in a thin-and-light form-factor comparable to business/commercial notebooks. Across the market landscape, the Razer Blade 14 is designed to compete with the Apple MacBook Pro of a comparable screen size. Razer is timing launch of this notebook with that of the AMD Ryzen 7040HS "Phoenix" processor, because it's based on one. The notebook measures 31 cm x 22.8 cm x 1.79 cm (WxDxH with lid closed), and is 11.5% thinner than the 2022 Razer Blade 14. It's also 9% lighter, at 1.83 kg. Despite its size, the notebook packs a 68.1 Wh battery, which when paired with the rather high-end hardware, offers up to 10 hours of productivity.
Under the hood, the Razer Blade 14 (2023) rocks an AMD Ryzen 9 7945HS "Phoenix" processor, with an 8-core/16-thread "Zen 4" CPU, Ryzen AI accelerator, and Radeon 780M (12 CU) integrated graphics. The main graphics muscle, though, is the GeForce RTX 4070 Ada with 140 W TGP. The notebook provides the ability to switch between the discrete- and integrated graphics. The notebook also comes with two DDR5 SO-DIMM slots for up to 64 GB of socketed DDR5 memory; and an M.2-2280 Gen 4 NVMe slot for the main storage, a Gen 4 SSD. The WLAN module is also socketed, and offers Wi-Fi 6E and Bluetooth 5.2. The display is a 14-inch, 16:10 aspect-ratio QHD+ (2560 x 1600 pixels) unit, with 240 Hz refresh rate, and 3 ms response time. AMD Announces Ryzen 7040HS "Zen 4" Processors for Notebooks
AMD today launched its Ryzen 7040HS line of mobile processors targeting consumer notebooks of conventional thickness and portability, which AMD considers thin-and-light. This class of devices is positioned between ultraportable notebooks, and gaming notebooks or portable workstations. AMD already powers several segments of gaming notebooks and portable workstations with its Ryzen 7045HX series "Dragon Range" mobile processors, with CPU core counts ranging between 6 and 16; as well as the ultraportable segment with the Ryzen 7040U series; but while the 7045 series have their TDP rated in the 45 W to 65 W range, and the Ryzen 7040U in the 15 W to 28 W range, the company was lacking a current-generation processor lineup in the 35 W to 54 W segment, which the company is filling up with today's Ryzen 7040HS series launch.
The Ryzen 7040HS series processors are based on the 4 nm "Phoenix" monolithic silicon, just like the 7040U series, and is based on a combination of "Zen 4" microarchitecture for its CPU, RDNA3 graphics architecture for its iGPU, and the new XDNA architecture for its Ryzen AI on-chip accelerator. Physically, the "Phoenix" silicon features an 8-core/16-thread "Zen 4" CPU. Each core has 1 MB of dedicated L2 cache, and a 16 MB L3 cache is shared among the 8 cores. The iGPU features 12 RDNA3 compute units, which amount to 768 stream processors, along with 24 AI Accelerators (specific to the RDNA3 architecture); 24 Ray Accelerators, 48 TMUs, and 32 ROPs. The iGPU meets the full DirectX 12 Ultimate logo requirements. NVIDIA Releases GeForce 536.23 WHQL Game Ready Drivers
NVIDIA today released the GeForce 536.23 WHQL Game Ready drivers. These come with optimization for F1 23, including support for real-time ray tracing, NVIDIA Reflex low-latency mode, and DLSS. At launch, the game supports DLSS 2, but EA intends to add support for DLSS 3 in a post-launch game update (following which there will be another optimization update from NVIDIA). The drivers also add optimization for Aliens: Dark Descent, a top-down co-op action RPG based on Unreal Engine 4. The drivers fix a bug that caused random crashes in Microsoft Flight Simulator after updating to GeForce 531.41 WHQL drivers. Certain game stability issues with Read Dead Redemption were also fixed.

AMD Zen 4c Not an E-core, 35% Smaller than Zen 4, but with Identical I
AMD on Tuesday (June 13) launched the EPYC 9004 "Bergamo" 128-core/256-thread high density compute server processor, and with it, debuted the new "Zen 4c" CPU microarchitecture. A lot had been made out about Zen 4c in the run up to yesterday's launch, such as rumors that it is a Zen 4 "lite" core that has lesser number-crunching muscle, and hence lower IPC, and that Zen 4c is AMD's answer to Intel's E-core architectures, such as "Gracemont" and "Crestmont." It turns out that it's neither a lite version of Zen 4, nor is it an E-core, but a physically compacted version of the Zen 4 core, with identical number crunching machinery.

Intel to Get 9.9 Billion Euros in State Subsidies for German Facility
Intel has been planning to build its next-generation semiconductor manufacturing plant in Germany for a long time. TrendForce reports that in the first quarter of 2023, global shipments of LCD monitors fell 7.4% QoQ to 28.8 million units, marking a YoY decline of 20.5%. Major brands, including Dell, HP, and Lenovo, experienced significant drops in shipment levels, falling by 15.6%, 22.8%, and 19.2% respectively.
On the other hand, several consumer brands saw quarterly growth in their shipments in the first quarter, primarily due to channels replenishing their inventories in March. Among these brands, AOC/Philips stood out, benefiting greatly from demand in the Chinese consumer market. iFixit has released their teardown and evaluation video covering Apple's brand new M2 MacBook Air model. This 15-inch screen variant was announced at WWDC 2023 and was released to retail soon after. The test unit has an A2941 model number and looks not too far removed from the 13-inch equivalent externally and internally, but the fifteen-incher is 22% heavier. Initial impressions are good thanks to more screen real estate, increased pixel density, large trackpad, a six-speaker sound system and smart battery tech. Things turn sour almost immediately upon starting disassembly—iFixit described their experience of disconnecting the internal battery as "miserable," and added that it was even more of a challenge to extract the laptop's logic board due to the force-canceling speakers/woofers getting in the way.
The team had to contend with plenty of connector brackets, ports, pentalobe + miscellaneous screws types and covers adding to their collective headache. The 66.5 WH-rated battery only becomes accessible at the tail end of a truly frustrating teardown process, although the reviewer notes that it was very easy to remove the cell assembly—only having to deal with "neato" pull tabs and clip-securing posts. (PR) Lam Research Introduces World's First Bevel Deposition Solution to Increase Yield in Chip Production
Lam Research Corp. (Nasdaq: LRCX) today introduced Coronus DX, the industry's first bevel deposition solution optimized to address key manufacturing challenges in next-generation logic, 3D NAND and advanced packaging applications. As semiconductors continue to scale, manufacturing becomes increasingly complex with hundreds of process steps needed to build nanometer-sized devices on a silicon wafer. In a single step, Coronus DX deposits a proprietary layer of protective film on both sides of the wafer edge that helps prevent defects and damage that can often occur during advanced semiconductor manufacturing. NVIDIA H100 Hopper GPU Tested for Gaming, Slower Than Integrated GPU
NVIDIA's H100 Hopper GPU is a device designed for pure AI and other compute workloads, with the least amount of consideration for gaming workloads that involve graphics processing. However, it is still interesting to see how this 30,000 USD GPU fairs in comparison to other gaming GPUs and whether it is even possible to run games on it. It turns out that it is technically feasible but not making much sense, as the Chinese YouTube channel Geekerwan notes. Based on the GH100 GPU SKU with 14,592 CUDA, the H100 PCIe version tested here can achieve 204.9 TeraFLOPS at FP16, 51.22 TeraFLOPS at FP32, and 25.61 TeraFLOPS at FP64, with its natural power laying in accelerating AI workloads.
However, how does it fare in gaming benchmarks? Not very well, as the testing shows. It scored 2681 points in 3DMark Time Spy, which is lower than AMD's integrated Radeon 680M, which managed to score 2710 points. Interestingly, the GH100 has only 24 ROPs (render output units), while the gaming-oriented GA102 (highest-end gaming GPU SKU) has 112 ROPs. This is self-explanatory and provides a clear picture as to why the H100 GPU is used for computing only.
